Urban Honolulu Criminal History Records

Urban Honolulu is the core of Oahu's population and the hub for criminal history record access in Hawaii. Most people searching for criminal history in this area go through the Honolulu Police Department Records and Identification Division, the Hawaii Criminal Justice Data Center, or the First Circuit Court. Each office serves a different purpose, and knowing which one you need saves time. This guide covers all three, plus online options and other sources that apply to Urban Honolulu residents and requesters.

HPD Records and Identification Division

The Honolulu Police Department is the primary law enforcement agency serving Urban Honolulu. Its Records and Identification Division handles criminal history printouts, police reports, and related requests. HPD operates as a Public Access Site under the Hawaii Criminal Justice Data Center program, which means you can walk in and get a conviction history printout directly from them. The fee is $25 per conviction printout. That fee applies per person searched, not per record returned.

The Records and ID Division is open Monday through Friday, 7:45 AM to 4:00 PM. Call (808) 723-3258 to confirm hours before you go. The main HPD headquarters address is below.

HPD also handles sex offender registration at the Records and Identification Division. Registration is walk-in only, Monday through Friday, 8:30 AM to 3:30 PM. If you need to verify whether someone is on the Hawaii sex offender registry, visit the HCJDC sex offender search page. That database is maintained by the Attorney General's office and is free to check online.

You can also get copies of police reports through HPD. Visit the HPD police reports page for instructions on how to request them. Report copies are separate from criminal history printouts and go through a different process.

Hawaii Criminal Justice Data Center website

The HCJDC website at ag.hawaii.gov/hcjdc provides criminal history record access for all of Hawaii.

The Hawaii Criminal Justice Data Center, known as HCJDC, is the central repository for criminal history in Hawaii. It falls under the state Attorney General's office. Urban Honolulu residents and businesses use HCJDC when they need an official state-level criminal history record rather than a local HPD printout. HCJDC covers all of Hawaii's counties, not just Honolulu, so records from Maui, Hawaii Island, or Kauai all appear in the same system.

The HCJDC main office is located at 465 S. King Street, Room 102, Honolulu, HI 96813. Office hours run Monday through Friday, 8:00 AM to 4:00 PM. The office closes for lunch from noon to 1:00 PM and is closed on state holidays. Call (808) 587-3279 for criminal history questions. You can also find a list of Public Access Sites across the state, where anyone can walk in and request a conviction history check.

HCJDC also handles expungement applications. If you want to know whether a past arrest or conviction qualifies for expungement under Hawaii law, start at the HCJDC expungements page. Not every offense qualifies, and eligibility depends on the charge and outcome.

eCrim Online Criminal History Search

Hawaii offers an online criminal history search tool called eCrim. You can access it at ecrim.ehawaii.gov. A name search costs $5. If you need an official criminal history report, the fee is $12. The report is formatted as an official document and is accepted by many courts and agencies. eCrim is run by the state through eHawaii.gov and pulls data from the HCJDC system.

eCrim is useful for Urban Honolulu residents who want to check criminal history without going in person. The system is available online at any time. Payment is by credit or debit card. Results are not instant in every case. Complex records may take additional processing time. For the most current and complete record, an in-person request at HCJDC or a Public Access Site may be better.

One thing to note: eCrim results reflect only what is in the HCJDC database at the time of the search. Records that have not yet been submitted from courts or law enforcement agencies may not appear. If accuracy is critical for your purpose, follow up directly with the relevant court or law enforcement office.

Hawaii Revised Statutes Section 846-2.7 governs who can request criminal history records and under what conditions. You can read the full statute at Justia's Hawaii statutes page.
